Silvio Berlusconi GCIH é um bilionário empresário e político neoliberal italiano. Foi presidente do Conselho de Ministros da Itália entre 1994 e 1995, de 2001 a 2005, entre 2005 e 2006 e de 2008 a 2011.

Berlusconi é o acionista controlador da Mediaset e foi proprietário do clube de futebol italiano A. C. Milan, até que vendeu o clube por 2,5 bilhões de reais a um grupo chinês. Ele foi apelidado de Il Cavaliere em sua Ordem de Mérito do Trabalho. Em 2013, a revista Forbes o classificou como o 194º homem mais ricos do mundo, com um patrimônio líquido de 6,2 bilhões de dólares.Berlusconi ocupou o cargo de primeiro-ministro durante nove anos no total, sendo o que por mais tempo permaneceu no cargo no pós-guerra, e o terceiro com mais tempo desde a unificação da Itália, atrás de Benito Mussolini e Giovanni Giolitti. Ele era o líder do Povo da Liberdade , um partido de centro-direita que ele fundou em 2009 como um sucessor para o partido Força Itália que ele anteriormente liderou, desde 1993.
